Government
Feudal. A once strong central government has expended its resources on the war with the Kaddori and Nyslavadd. To restore its reserves, it has attempted to raise taxes and pull resources from localities. Tensions increased over generations and, two centuries years ago the counts forced the king's hand. With little choice, the king agreed to establish a King's Council made up of the counts and several barons; the Council would be responsible for reviewing and approving all tax changes.
With the establishment of the King's Council, the monarch's authority began to wane. Today, the counts hold the real power in the kingdom, both financial and military.
Toroth came into possession of Dafoth after the assassination of a Laladen prince in 212 4C. In 303 4C, Dafoth fell to the Kaddori Horde under the direction of the Archdaemon Dujino. The treaty signed by Laladen and Toroth concluding the Hydra War in that same year formally recognized Dafoth as a part of Toroth. The territory, however, has never been free of Pestilence's grasp.
Once Pestilence captured Dafoth, it turned its attentions to the Broken Spine Mountains and the Dwarves who lived there. Though the Dwarves turned back many attacks and even broke the Kaddori once. However, Pestilence eventually took Dunihk, thereby reducing a two-front war to a single front. With its forces consolidated in Dafoth, it launched itself again at the Broken Spine Mountains last year (413 4C) and has defeated the Dwarves several times in battle.

Resources
Despite its size, the kingdom of Toroth has one of the greatest resources potential that remains largely untapped. Its resources include: fish, rice, wheat, tobacco, olives, grapes, spices, lumber, cattle, sheep, hemp, cotton, flax, bamboo, furs, skins, iron, copper, silver, gold, tin and lead.
Major Industries
Toroth lacks significant industries, however, due in large part to its geography/ population and war. It is a relatively large, long and narrow kingdom cut in two by the Great Swamp with a low population. During the First through Third Cycles, Toroth's resources were fought over by neighboring kingdoms. During the Fourth Cycle, Amulon and its minions have troubled Toroth. Still a few industries have emerged and survived, namely: fishing, logging, spice trade, ironwork, textiles (coarse).
Trade
Spices and other rare commodities coming from Toroth are the only things keeping the trade routes open in this war-ravaged kingdom. The trade routes leading north to Eslebi and Kakehun are kept open by groups like the Wayfarers, who employ warriors to keep the caravans safe and workers to keep the roads repaired. About half of its trade occurs by sea. Its major trading partners are: Eslebi and Kakehun.

Unusual Laws and customs
A century ago, the king made a proclamation that every Torothan must defend his/her homeland against invaders. Today, every person, regardless of rank, enters military service for two years at the age of fifteen, where they learn the use of a bow and a melee weapon. You are expected be ready to defend the kingdom, and to wear a weapon openly at all times.
This obligation to the kingdom's defense was extended to visitors as well. All visitors are expected to wear a weapon at all times, to know how to use it and defend the kingdom as required. This is the price paid for being a guest in Toroth.
Torothans greet each other with a warm and generous embrace. No one is excluded from this and refusal is seen as an insult.

Notes
Legend has it that at the center of the drowned city of D'beth that lies in the depths of the Great Swamp is an emerald the size of a man that was used to shield the city, protecting it from would-be invaders. The city never fell, but eventually, over the centuries, did succumb to the Great Swamp. According to the Society of Krin, the great emerald is still there and, though many have tried, none have been able to acquire it.
